Please help! Can't openvpn client connect via 3g modem?

Hello. Please help me figure it out.
There is: Comp_1 (openvpn server) --> Internet (White IP) --> 3G modem (SIM Rostelecom, SIM Iota) --> Comp_2 (openvpn client)
Problem: The client does not connect via mobile Internet.
Through Ethernet everything works stably. The server through the 3G modem does not ping, and the white ip from the provider gives pings.

So everything is on repeat. Please give advice where to dig. I did not find any information about this error on the Internet.
