There is a PlayStation3 (with jailbreak), there is an iPad4, there is a home wi-fi network. The question is - is it possible to somehow make friends with a set-top box with a tablet via AirPlay in order to stream online video and so on?

I think you should look into the DLNA server application for your iPad. Under Android, this problem is solved by the iMediaShare program from Google Play.
