Tell me, is there a normal way to play the site/file.ts stream in the browser? Flash or something similar.
pause and rewind is also necessary.

Only if in IOS/android3+ browsers that understand hls. And even then, there will be no rewind, so that it will need to be broken into smaller fragments.

Well, rewind will run over the cached piece, there are no problems with a pause in the flash.
