PKI organization software

Good day.
You need software for organizing a public key infrastructure. The system must:
1. generate a key pair for an administrator who will sign other certificates;
2. maintain a list of all certificates with the ability to interact with them.
Googling, I found solutions from Crypto-Pro and Signal-Com companies.
Essence of the question:
1. who and what software used to solve the problem?
2. What are the pros and cons of these systems or those that you used?

Have a look at OpenTrust PKI. By the way, it supports work with GOST certificates (including 2012).
As a matter of fact written by you I see small misunderstanding. It is not the administrator who signs the certificates, but the Certification Authority. Working with certificates (creating, suspending, revoking and generally managing the life cycle of certificates) is exactly what any PKI allows you to do.
