"pip" is not an internal or external command?

"pip" is not an internal or external command. Usually this problem is solved by adding the path to the python and the Scripts folder to path. But it didn't help me. Running as admin doesn't help either. Even running inside the Scripts folder does not help. Everything was working fine last night. And today is a mistake. Someone can help?
