The computer is connected to the router via a cable

It's not entirely normal, but it's not terrible.
Perhaps, at these moments, something was pumped over the network more actively than usual.
This is the normal state for a SOHO router.
Replying to a ping is probably the lowest priority feature in the vast majority of devices. And accordingly, if the device is busy with at least something more important from its point of view, the timeout will be decent (sometimes indecent, and sometimes even losses are possible).
To check that there is no problem - ping not your router, but its default gateway, which the provider has. There, most likely, there is a more solid piece of hardware, which has enough resources to quickly respond to pings, and your router will not perform a low-priority response to a ping, but a high-priority routing. As a result, the time will be a little more (say, 2-3 ms), but without bursts of 10 ms from the usual one, or with much rarer bursts and a smaller value.
