Pictures with Cyrillic names are not displayed, what should I do?

Good afternoon, there is a site, after the transfer to Timeweb, there was a problem with displaying photos on the site. Several thousand years ago, when the site was only taking pictures for products, it added a teapot, some of the products have the names a la: "Exclusive 28 RAIs.jpg wall-mounted gas boiler", the GET request goes to this link -
"/foto/%CD% E0%F1%F2%E5%ED%ED%FB%E9%20%E3%E0%E7%EE%E2%FB%E9%20%EA%EE%F2%E5%EB%20%F1%E5% F0%E8%E8%20Exclusive%2028%20RAIs.jpg" The
question is how to force the browser to give a link to existing photos? There is no way to re-upload all images.
Thanks in advance!

@DenimTornado

If we talk about PHP, then we should look towards rawurlencode .
If not, you can just google "url encode".
