PhpStorm - how to get rid of double paste on CMD+V?

There is such a situation that after a certain idle application, all inserts by CMD + V are done twice.
That is, if the clipboard contains "cock", then pressing CMD + V will insert the text "cockcock".
So far, colleagues are treating by restarting the IDE, but this is somehow wild.

Today there was such same hogwash in Webstorm. I noticed that jambs appear after idle and only when the Russian layout is on. If you switch to English - everything is fine.
