Doesn't phpstorm have the ability to open two tabs at the same time? So that one workspace is divided into two?

Right click on the tab and "Split ...."

You can configure File->Settings->IDE Settings->Editor->Editor Tabs and look in the Tab Closing Policy block for Tab limit.
