phpmorphy dictionaries?

Now I'm working on a new version of Istio, and one of the changes I want to make is language versions (actually, the Russian version was originally like betta :) )
Faced the issue of morphology in other languages.
Question one:
On sourceforge, in addition to the classic Russian English and German, there are "trimmed" Ukrainian and Estonian. They say that there is no morphological information. Does this mean that I can only get the basic form with them? Or is there some morphemes? Or not even get the basic form?
Question two:
Are there dictionaries for other languages ​​somewhere else? Googled but didn't find it. It would be nice to add a couple more European languages. Since I am moving away from bilingualism and solving problems related to it, then why bother with trifles?))

Throw a reference to an example of a dictionary, otherwise it's not entirely clear what's what.
What is the format of these dictionaries?
Perhaps there is a way to automatically generate such dictionaries.
I think that these dictionaries (even apart from this particular project) can be of independent value (for example, for "collectors" of dictionaries like me).
