PHP won't start, what could be wrong?

php.exe for Windows (Win7ProSp1x32) exits silently, without any messages, with any switches.
I put different assemblies (5.6, 7.1, thread safe, non thread safe), nothing changes, the problem is in the system itself. I can't figure out what and how to find the problem.
Delivered for check on a virtualka, it was launched without problems and a tambourine.
I suppose the problem is Semantec antivirus, it also controls the firewall. I can't turn it off.

check what port 80 occupies (most often this is Skype), all error messages should be looked at in the logs, so there is most likely nothing to read at startup.
Let's explain for the record - what are we doing? php.exe executes inline scripts like, or am I behind the times? You run it and the script passed is not executed? Or xs what you do, how you run what and what "works in a virtual machine". Maybe he lacks admin rights. Briefly clarify.

PHP on a virtual machine in Win7 works fine.
Port 80 is free. And what does the port have to do with it, if php.exe simply does not work, that is, the executable immediately silently terminates immediately after launch.
What logs and where to look in this case?
