It's just that Imagick is too difficult to install and the host of a regular cheap hosting is unlikely to allow this.

GD - available on any shit hosting, but it consumes many times more resources than Imagick
. Also, GD, unlike Imagick, works with php7 (but I think a version will appear soon)
