PHP framework or CMS?

We need to make a website for personnel officers in research institutes. LAMP stack. Terms - half a year, and my knowledge of php and related technologies is very mediocre.
Requirements:

  1. The site must be bilingual
  2. Accounts should be automatically imported and updated from LDAP
  3. Ability to generate pdf documents and put an electronic signature
  4. Display different content based on user privileges
  5. Ability to edit user privileges
  6. Authorization on the site through a smart card

Is it better to write everything from scratch on one of the frameworks (Laravel, Yii, etc.) or use a ready-made CMS (despite the fact that Drupal could not be learned)?

Does the customer already know that you are likely to fail the project? How are you going to get your money back? Or is it free practice?

My advice would be to try a few CMSs, paying attention to points 4 and 5 first: whether the CMS has enough features to provide the privileges you need or not. If you find a suitable one, then it remains to add the missing modules, if not, you will have to write your own.
