PHP 5.3 openssl. How to start?

I need to raise windows 7 + apache 2.2 + php 5.3 + openssl, but the trouble is, I uncommented extension=php_openssl.dll and wrote extension_dir = "c:\php\ext". I checked for the presence of php_openssl.dll in the ext folder. Restarted apache, but the extension didn't load.
Ok, I thought, I need to google. Googled, googled, and googled advice to copy ssleay32.dll and libeay32.dll from php folder to system32. Okay, I tried it, no result.
Google again, someone writes about the PATH system variable and that it is necessary to write the path to Apache bin, the path to the php folder, the path to the php ext folder there. Again it didn't help.
I decided to copy all the contents of the php folder to windows, system, system32, everything from ext there and install the openssl prog .
There is no result. in the logsPHP Warning: PHP Startup: Unable to load dynamic library 'c:\php\ext\php_openssl.dll' - The operating system cannot start %1.
