Photoshop elements - are there enough functions for website design development?

Good afternoon! I thought about mastering Photoshop for the purpose of editing site layouts and their subsequent transfer to html. At the moment, the need is to open the .psd file with the site layout, and make minimal changes there, work with layers, etc. monthly payment of 300 rubles, - I don’t want to draw up - I see that it’s not advisable yet (in short, “the toad is strangling”). Installing a "pirate" is not safe, and I feel that my conscience is tormenting me.
I found a product from Adobe: Photoshop Elements 13. Plus, the elements + plugin expands the built-in, but hidden functionality of Photoshop Elements (among other things, it allows you to work with layers).
Please advise if the functionality of Photoshop Elements 13 with the elements + plugin is enough for my purposes?
