Photoshop alternative for PSD layout?

You need something in which you can open the PSD correctly and parse it for layout. I don’t want to pay 120 bucks a year for Photoshop (I don’t want to pay regularly at all), the demo is not eternal, I’m looking for alternatives. Photoshop Elements? Any more specialized solutions yet?
I don’t draw in Photoshop myself, I need it on a Mac for layout of web pages. Ideally, from the AppStore in general, so that Family Share, etc., but it doesn’t matter.

Brackets (Adobe) recently added the ability to open PSDs. Insanely excited about this new feature in the studio.
To open it, you need to log into your CreativeCloud and upload .psd there. And then everything is very simple.

Photosop CS2 can be used legally for free.
It is quite enough for layout.

I do not fundamentally absolutely free thing - you can just not expensive.

$ 120 a year is expensive, it just takes horror. Especially when you consider that the amount is not withdrawn all at once, but ten per month.
