PhotoArchive over the network, how?

Given:
Home network, Linux server on which RAID 1. This server has a photo archive, more than 50 gigabytes.
Question: how can I organize authorized access (viewing / downloading) to users (relatives throughout the country) over the network?
I don’t consider options “put it on blah blah blah”, because I’m paranoid. Maybe there are web engines designed to work with photo archives or photo managers for windows that can connect via an encrypted channel (vpn, ssl). Anyone with experience please share.
