PhoneGap without registering with Apple Developer?

Tell me, is it possible to build a version for ios in PhoneGap from a ready-made site without registering as a developer?
On their cloud they ask for an id, in xcode too... "Xcode can request a new iOS Development signing identity for you." What can't be collected without it? Or is there a way? And maybe there are some analogues of PhoneGap that do not bother with this?

You can collect it, but for testing on real devices and publishing in the AppStore, registration as a developer is required.
