Hey! Causes some bewilderment: what does Joomla have to do with it? The solution you use does not apply to Joomla, but is an independent solution. Everything that works through Joomla is installed through the Joomla admin panel (address: http://website/administrator). Do you have access to the admin panel at all?
Why it doesn't work - I don't know if you did everything exactly according to the instructions. But I suggest not to fence the garden with third-party stray, but to use the functionality of Joomla.
Joomla has a built-in "Contacts" component, which, if desired, can be used to build a "Phone Book". The general algorithm of actions is as follows: in the "Contacts" component, create a category of contacts, add contacts to this category, in whose contact information we indicate the phone number. After we have brought all the necessary contacts there, through the Joomla menu manager we create in some existing menu (or by creating a new menu) a new item of the type "Contacts" - "List of contacts of this category". Customize the menu item as you like, there are many settings. In order for the site to have a link to your phone book, you need to create a module through the module manager that displays this menu and place it in one of the available positions in the template. Everything is done through the admin without digging into php files and database.
