pgAdmin 4 does not start from PostgreSQL 10. How to solve the problem?

Hello. Windows 10, 64bit. After installing postgre 10 and running pgAdmin 4, the following error appears:
Fatal error:
An error occurred initialising the application server:
Failed to launch the application server server thread exiting

I tried to install previous versions of postgres, but there are also errors. What is the problem? How to decide?

I suffered, suffered, eventually installed postgresql 11 with the new pqadmin, which works from the browser. And everything is fine there.
