Pfsense openvpn - how to switch on wan failover?

openvpn

there are 2 pfsense, stand on the borders of lokalok.
each router has 2 wan. Configured loadbalancing, proxy, openvpn between LANs.
questions are asked after a bunch of tests on different versions of the sense.
1. Wan Failover does not work:
the fallen Wan is detected, the default gateway is removed, and the new default gateway is not added to the routing table.
what to do?
2. how to build an openvpn channel between locales, if Wan failover is implemented, how will the channel switch from 1st to 2nd wan?
