PDF - How to make copy protection?

At work, you need to make the pdf copy-protected,
there is an original pdf, it can be used as a source for creation
, that is, the main criteria are:
1) Unique pdf for each user, so that just in case you can track if #2 does not work
2) Copy protection for each user, that is, the user can only read
3) Generation #1 and #2 on the server

Essentially DRM, I tried to find information on the net but found only software from adobe costing 6.5K, which is a lot.

OpenOffice and LibreOffice seem to have the ability to import PDF and then save it later with all possible security and encryption options. You can also do the following - print the original PDF to the novaPDF virtual printer or any other that also supports protection and encryption.
