PC running at half power! How to fix?

Composition of PC (iron):
CPU: Intel Core i5-9400K
GPU: AMD Gigabyte Radeon RX590
RAM: 16Gb (2x8Gb 2400MHz DDR4)
SSD: 120Gb
HDD 1: 1Tb
HDD 2: 1Tb

Recently, the PC began to work at half capacity. And if for simple tasks, such as browsing the Internet or working in MS Office, this is not noticeable, then with a serious load, the PC can fall into the blue screen of death at the most inopportune moment. Crashed once while playing Crysis Remastered. The second time the blue screen got out while working in Corel Video Studio. The third time the blue screen got out in Adobe Media Encoder. When you start virtualcoke - a guaranteed blue screen of death. Error codes: MEMORY_MANAGMENT, and the second one (I don't remember yet).
At what it began relatively recently.
What was done:
Memtest64 RAM check - no errors.
Checking all disks and all partitions with chkdsk - it fixed something there, but to no avail.
Cleaning the C: \ drive is also a zero result.

So what could be the matter and how to solve the problems? How to diagnose and repair a PC? Should I reinstall Windows?
