PC HEALTH CHECK not starting?

I want to upgrade to WIN11 with saving data, I downloaded "Windows11InstallationAssistant", but he writes that I need to run PcHealthCheck, I installed it, but it does not start at all and hangs stupidly in the processes. What do i do?
