PayPal in Russia

Who dealt with this issue, tell me a way to accept money on a PayPal account and withdraw it to a bank card in a Russian bank with a minimum commission?

Paypal is pretty hard to get working.
Better try 2checkout.com
You will need a payoneer.com/ card, link it to 2checkout and withdraw money from an ATM.

I'm afraid that the only way is to find someone outside of Russia who will agree to work as an intermediary. Otherwise, there is a high probability of losing the account and all the money available there. It seems that they have such a fight against terrorists.

Money from paypal came to the Russian card only if it was a refund.

The account must not be Russian - it will not allow you to accept. To do this, you need a normal credit (American, Canadian), then you can specify it during registration - it will be possible to receive money. but I won’t tell you how to display it - maybe I’m just spending them from my account

Judging by https://www.paypal.com/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside , Russian accounts are there only for exchanging money within Paypal itself :(

Search - on Habré it was several times. Can be done through Payoneer, but it will be a US account and Payoneer card
