PayPal acceptance

Today I logged into my PayPal account and found out that I can still accept payments:
"Accept payments in a currency convenient for you, including euros, British pounds, US dollars, Japanese yens *."
* Making payments in Russian rubles for PayPal users is not yet available.

Silly question of course, but "still opened"?

The withdrawal is solved by opening an account somewhere offshore (Cyprus) and linking your accan to an account in Cyprus. Then you transfer money from the Russian one to that Cypriot account, and withdraw it to the card. The card is naturally in Russia (Ukraine, Belarusians)
or an honest way, if you are a student and study in the USA, then you open an account in the USA, in a bank, and link your Russian account to it ... but if you are in the USA, then it’s easier for you to open an American account :)))

Reception is open.
The withdrawal works on US bank accounts, incl. virtual (payoneer for example - from which you can pour a credit card or stupidly pay it).

There seems to be still problems with withdrawing money from a PayPal account to a bank, but you can already accept it.

Binding and verification of the Bank Account (Exactly Bank Account and not Credit Cards) is available only for the states.
Admission to both UA and RU is open, but what to do with the withdrawal is not yet clear!
