Payments with GooglePlay: how do they put a contract on bank account for passing VK?

Does anyone bother with setting up a contract for registration for passing the VK? In the case of GooglePlay (inapa, subscriptions). Interestingly for individual entrepreneurs, the funds go to a transit account.

How does the registration process work in general? In the law, after all, the deadline is 15 days for registration from the date of signing the contract. But we have an offer, no one signs anything. And when we registered, we did not earn anything. Should they be installed or not? How it works?
