Partitioning (partitioning) in PostgreSQL?

in general there is a base on 29 million lines. there is a constant recording into it and you also need to constantly receive data from it. partitioning is like an exit. but that I don’t see an example, I doubt it anymore. there is an example - creation of the table every day. the other on the check offers to write in different tables. and here it is necessary for me that - the existing table to slave on months. and create a new table with data for the last week. that is, there will be an overlap from the data in the current table and the data for the current month.
UPD
after a little reading, I realized that my Wishlist with two bases (one for each month, one for the last week) is not feasible using Pg? an empty master_table is needed (not a very clear move) and a section is created based on it (for a month, a day). at the same time, if the transition to a new month, then you will have to pull the data for 2 months, and if you create a section once a day, then pull 2 sections every day. Or maybe there is still a convenient solution?
