Part 2. How to implement the idea?

Hello associates!
In the last question there are startup ideas. What's next? I asked the question what to do with the startup idea and received a lot of useful answers that dispelled all the fog that was in front of me. Many thanks to everyone who answered.
But oddly enough, I have another question. This is probably the most important question that torments all novice startups. How to assemble a team of like-minded people?
As I already wrote, I am both a programmer and a designer, but more of a designer. Therefore, I'm probably better off looking for a good programming partner.
What conditions should I offer a candidate? Share, salary, etc. Many do not want to work for free.
In general, in general, the process of gathering a team is of interest. Where, how, what to offer and how to communicate?

Half a year ago, I asked this question to a knowledgeable person and received an answer: "Go hang out, communicate among startups." Now I have a team and knowledge, 1000 times more knowledge than half a year ago. Look for an event, visit Skolkovo for a party, at IIDF for Harvest, or just for a lecture. Get acquainted, tell your ideas, listen to strangers, read books that will advise. The team crystallizes around you "automatically" at a speed directly proportional to your charisma. As fashionable as it is, set KPIs, for example, "1000 Facebook friends from a startup party that I know personally."

There are very few conditions. Salary, either salary + option, or undersalary + share.
You can also consider outsourcing the production of a prototype.
As for hangouts, such a situation that a free developer comes there to look for work is, in principle, extremely rare (either he is already busy in the project, or the level is closer to the initial one). But projects very often fall apart, and developers are released, you just have to watch.
