Page scroll lower than code ending (PHPStorm)?

When writing code in , I have a small piece of the page from the bottom, after which the scrolling of the page below stops:

Of course, you can create another bunch of empty lines through enter, but I don’t think this is a good option:

Question: where in the PHPStorm settings (if such a there are no settings, then what plugin would you recommend) to make the area after the code larger, or is it better to disable it altogether so that you can scroll the page to the bottom indefinitely?
