Packaging a Chrome extension with a key on a linux server?

I set up CI to build extensions.
Faced such here problem of assembly of expansions.
Judging by the documentation, it is necessary to install full-fledged chrome on the server (ubuntu-server).
So far this has not succeeded. Requires too many different dependencies.
Is there any alternative way?
Or maybe this one, but brought to mind
