Packages are not installed in github atom, what to do?

Actually the "connect ECONNREFUSED" error. I'm on the network through a proxy. Everything automatically pulls up everywhere. And in atom does not work. Windows 8 system, I tried to write "http-proxy = http://server:port " in the ".apmc" file - it did not help.

Register in Path the directory in which apm is located by type (edit):
C:\Users\John\AppData\Local\atom\app-1.1.0\resources\app\apm\bin
You can check it through where apm on the command line
Register prox from the windows command line (it is not worth editing the .apmrc file directly for proxy - when restarting atom, it will delete
the entered lines )
