We have a Windows server 2016 running OpenVPN 2.4.9 on it and you need to set up access by login and password to connect OpenVPN users, not AD authorization, but simply LOGIN \ PASS OVPN authorization.
There are a lot of articles and methods for *NIX systems, but they are not suitable for Windows!

Most likely only through auth-user-pass - login-password pairs are stored in a file.
