Output of a two-level taxonomy in the form of ACF. How to do?

I have the ACF Pro plugin installed and I'm trying to solve the following:

I have a taxonomy in two levels

Country 1
- City 1
- City 2
Country 2
- City 1
- City 2
- City 3
etc

For SEO purposes, these are taxonomies and when creating materials they must specify both the country and the city. In the admin panel, this is easily solved by the plugin https://wordpress.org/plugins/yummi-auto-check-par...

But when displaying the ACF form in the front, I don’t understand how to implement this?
Should the two fields be output dynamically and linked? It doesn't work. you can only specify the condition for choosing the top level, throwing out all the cities from all countries in the second, which is not true.
