Output of a subcategory together with descendants to the top menu on 1C bitrix?

Connoisseurs of Bitrix, I ask for help. The task seems to be simple, but I can not cope. We have a section with services, which is made on the bitrix:news component. Now inside all the services are en masse, without a breakdown into subsections. You need to create subsections, shove services there and bring the subsections to the top menu with several items, instead of the "services" item. The problem is that when I try to display a subsection in the top menu, it opens it, there are no problems, it even displays the children in a list inside the subsection, but the menu component does not see it as a parent. Accordingly, the drop-down menu does not work. How can such a problem be solved? I've already broken my head.
