Other browsers do not open and it is impossible to turn off the computer after hanging. Why?

The question is basically the same as above. I explain:
It started somewhere in the fall of 2016. I mainly use aurora (Firefox Developer). In the fall, as usual, I launch Google Chrome for various needs (and any chromium will work) and seem to work normally for a while. I can work all day and nothing happens, which is unlikely. Because every day using the chrome browser I get a strange phenomenon.
I can't open pages. Eternal loading. The entire browser is cut off from the internet. After such a phenomenon, people usually restart the browser. I did it for the purposes of experience, because I am a veteran in computers ... As a result, the restart does not happen, because no other browser is opened on the computer, whatever it may be. Processes are created, but I don’t get a window for rendering. As a result, any browser you touch freezes.
Of course, the computer also suffers because of this. I can't turn it off naturally because 2 processes won't let it turn off under ANY circumstances. Even taskkill /f /im chrome.exe doesn't help. The result is a soft button on the system unit, then loading 3 minutes, instead of the usual 14 seconds ...
A very sad story, which I have not figured out so far. Perhaps what update was strange, either for Windows or for Chrome, but whether it was a coincidence or not, after the Windows updates, such a case occurred. With aurora, it seems that the process does not hang. Help me please! I want chrome, but I can't afford it.

M-yes. Delete all files of all browsers in general. And don't forget to check the registry. So that everything before readme.txt is removed. And then reinstall.
And yes, there is a very useful batch file.

Check for viruses cureit + Kaspersky Virus Removal Tool + adwcleaner Clean up
Ccleaner rates
Check browser shortcuts (does it lead to any unibud batch file or fake browser and there are no links and attributes in them)
Remove chrome add-ons or better rearrange them completely.
Check autoload and tasks so that there is nothing superfluous.
