If the question is in displaying the existing interaction on the primitives of the seven-level model, then the thoughts are:
1) the physical level - the signal wavelength, pulse duration, encoding bits into pulses.
2) link layer (by the way, it is actually called differently) - frame format, preambles, checksums, remote control identification.
3) network level - I think it's empty.
4) transport - similar
5) session - similar
6) presentation - similar
7) applied - mapping of command codes to actually executed commands (turn on, turn off, switch the program). It is possible, probably, being engaged in verbalism, to somehow stretch this functionality to the 6th level.
The interaction is quite simple and the model is quite detailed, hence the gaps. It will be possible to answer more fully by looking at the source code of the console controller firmware, for example. Maybe it's more difficult there.
Generally speaking, I personally consider the seven-level model a dusty artifact from the past. It does not fully explain what it is intended to explain (for example, the interaction of a web server and a web client over the Internet), it is all the more difficult to wish for more from it.
May I also ask what is the reason for your question?

@fshp

There is only one OSI model. At the console, this will no longer be OSI.
