What is meant by "using RSA keys"? Key authentication? Or asymmetric encryption?
If the first, then dig in the direction of raising the SSH tunnel (under openssh for example) with key authentication. If the second, then again a secure tunnel by any means (ssh, any vpn, for example, the same win-implementation).
<mock> Ahh… Windows… Well, do RDP-port cnocking, relocate RDP to a non-standard port, make RDP authorization by key using regular means. </hum>
