Organization of addresses (street, houses, apartment, etc.) by graphs in Flask?

Look at the structure in FIAS there is a flat table of addresses. There is an id parentid level. There are 14 levels in my opinion, that is, by choosing id you can build a complete structure from house to street further to the city, region and region
