Oracle + SQL + C++: which development environment to choose?

At work, it became necessary to create some tools for analyzing financial data - not a hard enterprise, but something self-written for internal use. The data is stored in the Oracle database, C ++ will be used for development (corporate requirement, I don’t know the reason and don’t ask). I last wrote C++ about 15 years ago at the university at the level of an advanced junior, so I don’t know a little about what is better to use now for the task at hand - MVS, BCB, Qt or something else.

Judging by the description of the problems, the choice of development environment is not your biggest problem :). Choose any, for example, by the availability of the distribution.
