Oracle 12 - can't connect, what's the problem?

Installed Oracle 12 + centos7 on Friday, everything worked fine, turned off the test server for the weekend. Already as a result of further experiments, while waiting for answers - everything has changed. Current error:

My current listener.ora, what did I do wrong?
