Optimizing an old site?

There is a site that was made in the early 2000s.
Terrible design, no usability. Optimization is also very lame.
The customer wants to optimize and simultaneously develop the external part (design, design, front-end).
Can there be problems with optimization after a complete update of the external part of the site?

such sites are usually just turned over from scratch and put on a new cms and transfer the database. do so. then there will definitely be no problems
ps current right now noticed the tag SEARCH OPTIMIZATION. well, then you still need to transfer the database so that you save the url

Do you mean if the site will sag in search engines after changing the external part of the site? If the site is more convenient in terms of usability and if the page addresses do not change, then it will not sag but grow. And vice versa - if page addresses fly off or behavioral factors worsen (bounce rate, time on the site, conversion), then it will sag.
