Openvpn, why is network interface not created?

openvpn

I start the openvpn server with the command
service openvpn start
In the status it shows active.
Browsing
ifconfig -a
does not create a new interface (starting with tun)

Are the log and verb options set in the config file?
For example:

log /etc/openvpn/openvpn.log
verb 3

If so, what's in that log? Do you see errors?
