OpenVPN on two different VPS / VDS how to issue?
There are 2 servers (both have dynamic IPs, but I work with a domain), but I have not found information anywhere on how to connect 2 servers by type, if the first one is not available, clients can connect to the second server. Help arrange if possible.

Just two separate configs for the client. It was not possible to connect to one - let it connect to another.
No-o-o... well, of course, you can write FQDN in the client config instead of the address

...and continue to resolve this using DNS (questions and good answers on the topic of DNS wagon and another wagon, search for help). But I doubt that the game is worth the candle. The user will not master a couple of extra clicks in case of unavailability? You decide.
