Opening an account / card in a bank for abroad. passport?

I apologize right away for a non-technical question (I just need this card / account to withdraw money from upwork).
I recently returned from another country back to the Russian Federation and do not have an internal passport yet. I searched the Internet for information about opening an account with a passport, but I did not find anything fresh. And the money needs to be withdrawn. I also ordered a payoneer card, but it takes a long time.
Does anyone have any information on this matter? Perhaps some banks open an account, some do not, or it is generally still illegal.

According to a foreign passport or a passport of another state? These are completely different things, if anything.
According to foreign the passport of the country of which you are a citizen - in the same country they will open it without problems in any bank - this is the same document.
And if you have a passport of another country, then there may be restrictions. Offhand - alpha-bank in the Russian Federation should work with foreign citizens.
In general, it is better to ask such questions to the bank support service. Not on a toaster.

I had a bank account. I myself have been living in another country for a long time. But I am a citizen of Russia and have a Russian passport. When is the time to update the map? I was denied and my account closed!
