Opening a port with truncated rights?

There is an application that needs to open a port.

question is: is it possible to do without making changes to the OS by the domain administrator and open the port without a request for elevation of rights?
There is a suspicion that this can be done by signing the exe file with a special certificate, the so-called Code Signing (Microsoft Authenticode), but I could not find information specifically about opening the port, and a direct experiment is somewhat laborious.
