OpenCart 2.3.0.2.1 full page not displaying?

Hello guys, I'm learning from video tutorials and for some reason the page is not displayed completely, i.e. there is no scroll at 100% scale, but at 50% scale everything looks different who has come across this example? ------------------------------------- 50% 2 picture
