Tell me good people! There is a bot that collects the order and then sends it to the manager for communication in a telegram. Passes the order and user id to the manager. How can I do so that, knowing the id, open a correspondence with the user. A topic with a username is not suitable because some users do not have it and, accordingly, nothing is transmitted.
