Only the admin panel opens. How to fix?

The host has passed away. I received two archives with a backup of the database and all files. I open on local xampp with PHP 7.4.28 and Apache 2.4.53. I get an error, but the admin panel is available. How to fix? Screenshot on Yandex disk
