One-way notification system for Win XP/7 clients via LAN - can you tell me?

You need a free program (server-client), which is installed on the server and on users' computers. The required function is sending a text notification from the server to the clients (something like informing), preferably with the ability to confirm the reading of the message, in order to see the date of reading for each PC in the server logs. Can you tell me the name of this program?

Such a program is called a "mail server" and there is no need to invent bicycles. Well, or Jabber.

There is such a command msg. No logs. But you don't have to put anything.

Is it within a specific organization? If so, then administrative methods + anything. You can make a widget on your desktop, you can at least hang virtual leaves on the wallpaper.
Technically, the task is not difficult, the problem will be in the plane "I didn't read it anyway" or "itself". This is where administrative action is needed.
